I know modding cod4 is seriously hard work due to the limitations of the game but i think this one has a %35 chance to be done :D
Flare -Description: Enlighten your enviorment for a short time
-Use: Like a smoke grenade... Throw to set your red glowing light, hold to make your self a torch (idk who will use it as a torch) -Details: Red, Glowing 3x Flare... Stays for 1 minute, selected from perk 4 due to fair play thing, enlightens the enviroment with its red light, no damage caused by stepping on it, throwing it to someone may inflict some... Anti-Fire grenades will extinguish it...
Now i thought an idea about flaregun, with only 3 ammo, but as i said it is hard to mod so i'm leaving it up to your imagination...
(BTW: i have to say this, i miss blizzard, sandstorm, fog etc in game... When obs weren't chasing, it was a good view to sit and watch)

Obscurity v1 had remarkebly similar "glowsticks" that lit up the environment, thrown as grenades. We took them out because of the unreliability of dynamic lights in cod (only 4 are allowed to rendered at any given time). Adding them back in would break the xmodel restriction again :(

http://www.xfire.com/video/206d7d/ < A flare drop concept we were going to use for HitLoc to light up large areas, but as stated, dynamic lights are unreliable and flicker when too many are about.
I will also add that the awesome glowsticks from Obsv1 allowed you to either strap the glowstick to your belt allowing you to be a moving torch for a limited time, or throw them like a grenade and light up the area for a limited amount of time. They were awesome, but a necessary cut due to xmodel limitations and the annoying dynamic light problem Falcar explained above.
