ok. I wasted almost 6 hours trying to figure out what's wrong with my server.
I'm using Edimax router, opened ports 20800-29000.
I'm running windows XP SP3. this is the command line on my shortcut on desktop:
"C:\Program Files\Activision\Call of Duty 4 - Modern Warfare\iw3mp.exe" +set dedicated 2 +set fs_game "mods/obscurity" +exec "server.cfg" +map_rotate
I have home server + ftp account on webhosting (www.hostmonster.com)

and this is my problem:
When anyone tries to join the server, the download speed of the files will be around the 8 KB/sec.
After the first file has been downloaded on that speed, the server won't let you download the rest of the files.

the mod files in the ftp is located in a directory inside /www/etc...
